Port Operation

Operations almost entirely under Service arrangements.

A Port Executive Committee to be set up, comprising:-

Port Commandant to be responsible for the efficient working of the Port, as regards port working, in accordance with the decisions of PEC, as regards dock operations, direct to Force H.Q.

CCAO's responsibility in Phase A is confined to:

(1) Assisting in securing the restoration of port facilities and reestablishment of civil port authority.

(2) Allotting relief stores: the receipt and forwarding of these stores to be arranged in conjunction with P.E.C.

Except for certain senior responsibilities of M.W.T. in connection with British Merchant Shipping, all other operations to be performed by either Army, Navy or R.A.F. (See para. 19 for list).

Phase B. As soon as military considerations permit, actual operation to be handed over so far as possible to civil port authority, but to remain under general direction of P.E.C.

Chairmanship might now devolve on M.W.T.R and Civil Supply Organisation might be represented.

In both Phase A and Phase B the executive authority of the P.E.C. will be implemented by the individual action of its members, who will however have a right of appeal against its decisions.

Phase C. As soon as military and political considerations permit, operation to be handed over entirely to civil authority, perhaps under general direction of a reconstituted civil P.E.C. with service representatives.
